BANGALORE, India, July 27 (Xinhua) -- Colleges have reopened with COVID-19 precautions in Bangalore, India.

India's COVID-19 tally rose to 31,411,262 on Monday as 39,361 new cases were registered during the past 24 hours across the country, showed the federal health ministry's latest data.
