Main Targets of Shanghai`s Ninth
Five-Year Plan

To maintain the average yearly GDP growth rate at 10-12%;
-- To ensure the average annual growth rate of 14%
in the city's industrial output value;
-- To ensure the average annual growth rate of 3.5%
in the city's agricultural output value;
-- To boost the city's foreign trade to 38 billion
US dollars, including export of 20 billion US dollars,
by the year 2000;
-- To lift the city's volume of domestic sales of consumer
goods to 195 billion yuan by the year 2000;
-- To attract foreign investment with a contracted
value of 37.5 billion US dollars and with actual utilization
of 24 billion US dollars during the Ninth Five-Year
Plan period;
-- To maintain an average annual hike of 3-5% in the
employees' salary and farmers' net income after deducting
the inflation factor;
-- To ensure that the average per capita living space
reaches 10 square metres in the urban area; apartments
account for 70% of the city's total residential housing;
and the city gas pipeline extends to 90% of local households;
-- To readjust the ratio among the tertiary, secondary
and primary industries to 45:53:2 by the year 2000;
-- To ensure that the contribution made by scientific
and technological progress to the city's economic growth
will reach 50% by the year 2000;
-- To enroll 164,000 students at the city's institutions
of higher learning and vocational schools by the year
2000;
-- To ensure that by the year 2000, the city shall
have a contingent of 1.71 million professionals, with
1,224 professionals among an average of 10,000 local
residents and 2,200 among an average of 10,000 local
workers;
-- To extend the average life expectancy of Shanghai
residents to 76.5 years by the year 2000;
-- To actively carry out the "National Fitness
Promotion Programme" and to ensure that 40% of
local residents regularly take part in sports activities
and the city will have 50-60 gymnasiums and stadiums
which are up to the standards for hosting international
comprehensive sport events.
